Program to Transfer All Waukesha Water Bills to Harrogate Owners
The water meter vote passed, 22-5! Thanks for getting your ballots back promptly. The next step is formally amending our declaration, followed by another vote to approve the amended declaration. Part of that process, required by state condominium law, is to get approval from all Harrogate mortgage holders. So soon, you will receive a form asking for your mortgagee's name and address or verification that you have no mortgage.
The vote also authorized the Association to proceed with the water meter installation project. As part of this project, all outdoor water faucets will be connected to their respective unit water meters. As a result, owners will bear the on-going cost of maintenance and repair of the outdoor water lines and fixtures (many of which are in ill repair and not up to code). Additionally, the cost of water used on the common element for buildings and grounds (e.g., watering lawn, plants, trees and washing cars) will be added to the water used within the units along with the many fixed fees for which the Water Utility will directly bill unit owners.
Motivation for making this change stems from the nonuniform costs of water use among owners and is aggravated by the relatively recent steep increases in water use rates. When Harrogate began, water use was considered a common expense and shared equally by all owners. While conservation can help reduce overall costs, there is no good way for owners to keep track of their usage. For several years now, the Actual Water Usage for all Harrogate Buildings. has been published on the Harrogate website, but costs cannot be tracked to individual units because there is only one meter per building.
The current Harrogate Declaration, Article II which states "Each Unit shall be separately metered for utilities, except for water which shall be a common expense of the Condominium." will remain in effect until the amended declaration is approved by the necessary number of owners and mortgage lenders and properly recorded at the Waukesha County Register of Deeds. So, there is still time to conserve your use of water for the overall benefit of all owners.

The city of Waukesha annual brush pick-up is coming up. If you want to help, brush/branches should be placed along Madison Street (east of the driveway) by Sunday, April 6. Or, you can put any branches in the grass on the road in front of your condo, and one of your neighbors will get it to Madison.
Garbage and Recycling
2025 Residential Garbage & Recycling Transition - The City of Waukesha's current residential garbage and recycling contract with Waste Management is set to expire on March 28, 2025. Check here for updates. This does not affect Harrogate since our contract with Waste Management will continue through the end of 2025.
Attention! - Please refer to safeneedledisposal.org for proper disposal of medical sharps and needles. Do not put them in the trash.
The normal collection day for Harrogate is Friday. Should a Public Holiday* fall Monday through Friday, the collection will occur on Saturday. Place your garbage and recycle containers at the end of your driveway by 6:30 am on pick up day. Because the collection is manual, the gross weight of any individual item or container should not exceed 50 pounds. Note: * Pickup day remains Friday for weeks with Federal (e.g., bank) Holidays.
It is not necessary to separate paper, cardboard and other recyclables. All recycled materials can be in the same blue bin. Cardboard must be flat and reduced dimensionally to be easily handled. Paper, metal and plastic food containers and bottles need to be empty, rinsed and reasonably clean. Prohibited items or items not properly prepared for recycling will not be picked up. You can also arrange for pick up of large bulky items (e.g., furniture, appliances or a mattress) with Waste Management.
